The board of education is ever mindful of the need to maintain quality instructors and quality administrators. With the demands of the changing society, it is of equal importance to carefully examine the total instructional program. With the State of Nebraska statutes and regulations as a guide, the board of education continuously strives to maintain a quality instructional staff as well as a complete, thorough curriculum for the students of the Wynot Public Schools. Legal Reference INSTRUCTION Designation of Attendance Centers As “elementary attendance Center” in this district shall mean a building in which education is offered in one or more of the grades kindergarten through grade four. Only grades kindergarten up through grade four at any such building shall be considered a part of or defined and designated as constituting an elementary attendance center. Specifically, all grades below kindergarten (including any pre-kindergarten grades or programs) and above grade four offered at any such building shall not be considered a part or as constituting an elementary attendance center as defined and designated herein even if such grades are offered in the same building as the elementary attendance center. The foregoing designations apply to all buildings in use upon adoption of this policy, and all buildings hereinafter built or acquired through lease, purchase, school reorganization, or assimilation of a Class I school district under terms of LB 126, Laws 2005, or otherwise. The designation of and definition of “elementary attendance center” as used herein shall also apply to the terms “elementary facility,” or “elementary school.” Any grades offered in any building in this district below kindergarten, or above grade four shall mean a “pre-school attendance center,” “middle school attendance center,” or “high school attendance center” as the school board shall from time to time define. Procedures for Elementary Attendance Center Operating Councils Formation of operating councils. Elementary attendance centers may be designated as a community school through the formation of an operating council. An operating council may be formed either by: (1) the school board of a Class I school district forming an operating council for that district’s elementary attendance center on or before June 14, 2006, and such elementary attendance center becoming a part of this school district, or (2) a request for an elementary attendance center to be designated as a community school being received by the school board of this school district. Organizational meetings. In the event a request for an elementary attendance center to be designated as a community school is received by the school board of this school district, the superintendent, or designee, shall hold an operating council organizational meeting as such elementary attendance center. The organizational meeting shall be held within sixty days after receiving the request or notice of timely formation from the school board of a Class I school district. Membership of operating councils. Operating councils shall be composed of not less than three and not more than six members. The procedures for the organization of operating councils formed pursuant to a request received by the school board of this school district shall be as follows: (1) the operating council shall be composed of three members and each member may be selected from a certain group or groups to be determined by the superintendent, or designee (e.g.: members of the PTA, or similar group for the elementary attendance center); and (2) the superintendent, or designee shall select the initial members. Successor members. The timing and procedures for selecting successor members of operating councils shall be determined by the members, subject to approval by the superintendent, or designee. Operations of operating councils. Organizational or other operating council meetings at any one elementary attendance center need not be held more than once during a calendar year. Operating councils shall be advisory only. Operating councils shall advise, consult and receive information only on matters affecting the community school as provided by law. The principal of a community school, the superintendent, or designee shall provide an opportunity for the operating council to meet with the principal, the superintendent, or designee not less than once each month. The principal, the superintendent, or designee may designate the meeting dates. Continuation or dissolution of operating councils. An operating council may dissolve itself by approval of a majority of its members. An operating council may also dissolve itself or be considered to have dissolved in the event it fails to promptly select successor members or to hold annual organizational meetings or fails to notify the school board on or prior to August 15th each school fiscal year of its intent to continue to function as an operating council. The dissolution of the operating council shall end the community school designation for the elementary attendance center for which it was formed. Legal Reference LB 126 Bylaw Adopted 6/10/06 INSTRUCTION It shall be the policy of the Wynot Board of Education to establish a school day for the operation of the public schools of the Wynot Public Schools District. The board acknowledges the importance of establishing a policy being very mindful of the necessary changes and adjustments necessary with respect to the K – 12 curriculum of the Wynot Public Schools. The board of education strives to maintain a rigorous curriculum and quality instruction. Legal Reference Bylaw Adopted 6/10/06 INSTRUCTION Starting and dismissal times will be left to the discretion of the administration of the Wynot Public Schools. Teachers are expected to be on call between the hours of 7:35 AM and 4:20 PM each day; they shall be on duty at their assigned responsibilities on all teaching days (Monday through Friday) unless otherwise indicated / excused. In addition, teachers may be assigned responsibilities at other hours by the principal or superintendent for the purpose of supervising, or directing school activities or affairs, or for participating in affairs under the direct sponsorship of the school in accordance with established policy, and on as nearly an equal basis as possible. Teachers also may be assigned before school, at noon, and after school duty for playground, hallway, or room supervision, classrooms, study halls, sports and recesses. The Wynot Public School System school year will consist of a minimum of 1140 hours of instruction for high school students, and a minimum of 1032 hours of instruction for middle and elementary students. The instructional hour will consist of 60 minutes which will allow for teachers and students to be in attendance. The school year will consist of a minimum of 1140 and 1032 instructional hours exclusive of interruptions for traveling to, traveling from and participation in interscholastic sports, clubs and contests. The required 1140 instructional hours and 1032 instructional hours will not include time used for school lunch and Parent-Teacher Conferences but may include classroom time, passing time, and recess. The required hours will be exclusive of any time missed for snow days, excessive heat, or inclement weather. Hours missed for such cancellations will be added to the school year to be made up if needed to meet the required number of instructional hours free of interruption. Legal Reference LB 994 Bylaw Adopted 6/10/06 INSTRUCTION The superintendent is responsible for dismissing school in case of inclement weather. It is suggested that he/she call three or four rural families to find out the condition of the roads before dismissing school, or check with individual board of education members. Cancellation and early dismissals will be placed on the radio stations KK93, WNAX, KEXL, KNEN, and KVHT, television stations KTIV and KCAU and any other station as determined by the Board and Superintendent. In regard to civil defense plans in case of an emergency, students are to be sent home immediately upon receipt of adequate warning. Legal Reference § 79-469 District boards Bylaw Adopted 6/10/06 INSTRUCTION The board of education of the Wynot Public Schools believes athletics to be an important function of the public schools. Athletics are provided as an extension of the public schools of Wynot. As an extracurricular activity, athletics provide opportunities for the student to become involved in competition with students of other school systems. Through this competition, the student is provided opportunities to develop physically, socially, as well as mentally. The board of education of the Wynot Public Schools believes that sportsmanship is as important a function in athletics as the playing and winning of any contest. Athletics provides opportunities for boys and girls of the Wynot Public Schools to meet, interact, and respond to boys and girls of other schools; it is believed that through this interaction students develop positive view of sportsmanship. Bylaw Adopted 6/10/06 INSTRUCTION There may be seventh and eighth grades interschool volleyball, football, basketball and track during the school year. Legal Reference § 79- INSTRUCTION Athletics-Attendance at Event A student must be in attendance by noon immediately prior to the event of that school day in order to be eligible to participate in any school public performance activity held during that day or evening unless they have an excused absence approved by the administrator. Admission for athletic events will be in accordance with state and conference guidelines. Admission charges, for the athletic events, will conform to conference regulations. Other school organizations may operate the concession stands through special arrangement with the Booster Club. The board of education encourages all students and staff to participate in this program. If no state or federal aid is obtained, students and personnel will pay the cost of the meal. Legal Reference § 79-469 District boards Bylaw Adopted 6/10/06 INSTRUCTION Athletic Activity Meals and Lodging 6032 No meals for athletic or any other extra-curricular activities will be paid from school or activity funds except for approved over-night participation. On such occasions, lodging and meals will be furnished only to eligible participants. Legal Reference INSTRUCTION The principal of the elementary school is responsible for ensuring that a K – 8 curriculum exists and meets all of the State of Nebraska Department of Education as well as federal requirements. The principal of the elementary school reports and is responsible to the superintendent of schools, or designee. Legal Reference Bylaw Adopted 6/10/06 INSTRUCTION Industrial / Technology - Expenses 6062 In welding classes, expense of rods are paid by the school, if students are practicing. If this is a project, then the student is responsible for purchasing / paying for their own rods. A parental consent form must be on file and signed by a parent for all projects constructed in shop classes. The instructor must submit all of the signed forms to the office of the secondary school principal. No student, or personnel, shall receive extra remuneration for projects completed with the use of school facilities or equipment. Legal Reference Bylaw Adopted 6/10/06 INSTRUCTION Industrial / Technology-Tools All hand tools will be kept in a locked cabinet. Tools will be checked out by the shop instructor and signed for by the student and teacher. Shop, leathercraft, metals, and auto mechanic tools are not to leave the shop area. Legal Reference Bylaw Adopted 6/10/06 INSTRUCTION Industrial / Technology - Student Automobiles Students may not work on their cars in shop classes without specific authorization from the secondary school principal. This includes working on the car for an automechanics class or a special project. The bus supervisor will be in charge of complying with current laws and procedures.
